Higher education and research constitute the backbone of University systems, which create the qualified manpower to meet the demand of Industrial, Agricultural and Social Development. Therefore the research carried out by higher education institutes should be of high standard and beneficial to the society. Research activities should be carried out in an ideal, healthier and intellectual atmosphere and must yield the desired result. To achieve this rules and regulations governing research activity assumes prominence.
Student with a Masters Degree from any recognized university with 50% or more marks shall be eligible to register for Ph. D. The student should produce the certificate in original. Along with the original, attested photo copy of the qualifying degree should be produced.
The application for Ph. D registration shall be addressed to Dean (Research) of Indian Bureau of Distance Learning. Matters relating to research activities shall come under the purview of Dean (Research).
No research fellowship is available in this research program.
All routine matters of Ph. D registration and admission, payment of fees etc shall be administered by Dean (Research). A sub committee of Board of Research Studies shall be constituted with a total of 3 members including Dean (Research). This will be created by the Registrar, IBDL. All the applications of the students will be scrutinized by this committee only.
Dean (Research) is empowered with powers like sending letters / reminders to examiners for valuation of thesis, fixing viva-voce, research fees collection etc. He will be assisted by the sub-committee Board of Research. The student shall pay all fees relating to tuition, research etc through the study centres to IBDL. None of the fees paid is refundable or transferrable under any circumstances.
Admission shall be made on the basis of Entrance test conducted by the respective study centres under the supervision of the Dean (Research), IBDL. However, for teachers working in Colleges and candidates with CSIR / UGC, ICMR, ICAR / JRF and SRF shall be admitted for Ph. D directly. The Entrance test shall be of objective type with a maximum of 100 marks. 25 marks will be for English or respective language comprehension, 25 marks for logical reasoning and 50 marks for candidate knowledge in the concerned subject.
If the candidate possesses M. Phil degree in the subject related to Doctorate, he/she shall be admitted directly and the duration is of 2 years. Such candidates will be exempted from taking the entrance examination as well as in Part I (Methodology of Research). In the case of computer science discipline candidates with 50% or above marks in the subjects like Mathematics, Physics, IT and ECE are also eligible to register for Doctorate of Philosophy.
In the case of interdisciplinary research, the candidate shall have two guides and one of them shall be primary guide and the other co-guide. All applications for interdisciplinary research shall have certificates from the respective guide that the subject is interdisciplinary.
Guides shall be allotted by the University. However, if the students desire to work under a particular guide of his/her choice, the same guide will be approved by AeU and allotted to the student to guide.
The minimum duration for research is 3 years (M. Phil degree holders it will be 2 years) from the date of registration. However this limit shall be extended by another 3 years for valid reasons with the recommendation by the guide and by paying the appropriate fees. Women candidate can avail 1 more year of extension for maternity reasons. If the student fails to submit the thesis for Ph. D degree within the stipulated time period, the registration shall automatically stands cancelled.
The date of registration shall be the date of approval by the Registrar, IBDL. The student shall pay the prescribed annual fees every year to the study centre for a period of 3 years in case of Non M. Phil holders and for the period of 2 years in case of M. Phil holders.
If the academic performance of the student is not found satisfactory by the guide, action will be taken based on the report by the guide. If the student wants to revoke the cancellation with a support letter from the guide, a revoke fees of Rs. 10,000/- will be charged.
If the student wants to cancel his registration with a request, it shall be made by a writing endorsed by the guide. The student shall pay the fees up to date and request for the cancellation.
All registered candidates for Ph. D shall take an examination in Part I (Methodology of Research) after 12 months from the date of registration. This will be conducted by a committee of 3 examiners. The committee shall test the student’s attainment on the methods of research and test his/her ability to continue research through a written examination.
In case, if the student fails to clear the exam, he/she will be allowed to appear again after 6 months. If the student fails in his/her second attempt, the registration will stand cancelled automatically.
Change of title will be permitted within one year from the date of registration and before the methodology examination, whichever is earlier. Change of title will be permitted only once. The prescribed fees have to be remitted along with the written request.
Topic / Title and Guide shall not be changed at the same time.
A guide shall be an active researcher with a Ph. D or higher qualification. Guide can be from a University or College or from any other full time research institute. All professors, Readers and Lecturers with Ph. D and who have completed 2 years of experience from the date of award of degree are eligible.
Teachers of UG/PG departments of affliated colleges, currently engaged in research, with publications to their credit and who have completed 2 years of experience after the award of Ph. D are eligible.
The request for recognition of Guide shall come from the guide as a written request accompanied with full resume and documents of research activities and publications. The request may be referred to Asia e University for approval. The recognition is valid till retirement.
Retired professors may also apply for guide ship with a medical fitness certificate. In such cases, a co-guide will also be allocated to guide the student and who is preferable working in an institute.
The maximum number of candidates for Ph. D under a single guide will be 12 at a time. Once a candidate has submitted the thesis or left the guide once for all, the guide can take an alternate student in that vacancy.
A candidate can submit their thesis after completion of research period in 5 bound volumes duly signed by him and his guide, along with the certificate that the researcher’s work is original and completed under his supervision. The researcher has to declare that the work done is his original and plagiarism. Regulations clearly lay that even after the award of Ph. D, if it has been found that a student, has plagiarized his/her degree shall be withdrawn and the student shall be permanently debarred from further registration. If the Guide also had helped in such plagiarism he/she will be disqualified to guide students permanently.
The researcher during the period of research should have published at-least 2 research articles either single or as a team in state or national or international journals. He should have participated in international or national or state level conferences.
The thesis shall be prepared with DTP work. 5 copies of thesis in A4 size paper shall be submitted. Thesis shall be printed on both sides with single line spacing. The copies of thesis shall be submitted in 3 CD’s along with printed thesis. The CD’s shall be exact replica of the original thesis in a portable document format (PDF).
The Guide, while forwarding thesis shall send a panel of names in a confidential cover to adjudicate the thesis. The panel shall consist of 6 examiners within India. The supervisor shall certify that the examiners in the list are specialist in the area of research concerned. The University shall consider the list and constitute a board of 3 examiners to value the thesis.
The examiners will have to submit their acceptance to value the thesis within 30 days after the receipt of the offer letter. If no such reply is received the examiner will be changed. If none of the examiners in the list are ready to accept the offer, the University will opt for the other members in the board.
The copy of the PH. D thesis submitted by the student shall be dispatched by Speed Post or Registered Parcel or Courier Service to the examiner. If the examiner prefers to evaluate in electronic format, CD shall be sent to the examiner.
The examiner shall send their reports in the prescribed form sent along with the thesis with a separate detailed report on the merits and demerits of the thesis. They should mention in the report,

All the examiners shall send their reports as hard copy to the Registrar. The examiner shall send the report by mail also. The examiner shall send back the thesis copy.
A thesis shall be accepted for award if only the reports of all examiners are concurrently positive and through public viva-voce. The guide on communication from the Registrar shall fix the date for viva-voce. Public notice is posted on the board and along with one of the examiners shall conduct the viva-voce.
If 2 examiners have recommended and 1 examiner had rejected the thesis, then the thesis may be referred to 4th examiner.
If 2 examiners have recommended and 1 examiner stands for revision or if 1 examiner has recommended and 2 examiners stands for revision, then the thesis has to be revised by the student on the lines of the report of the examiner(s) and send the revised thesis for valuation.
If 2 examiners rejected the thesis, the student shall carry out further research for 1 year and resubmit the thesis. Fresh panel of 3 examiners shall be fixed for reevaluation.
If an examiner is not willing to evaluate the revised thesis, the thesis will be referred to the 4th examiner.
Once the Registrar comes up with the decision as Revision and Resubmission of the thesis, the guide shall be requested to direct the student to revise and resubmit the thesis. The period given shall be one year.
A candidate shall be permitted to submit the revised thesis not more than 2 times. The maximum period allowed is 1 year for each resubmission. After the evaluation of the thesis, one hard copy and one CD shall be sent to the University library. One copy will be returned to the student with the University seal and certificate.
The Registrar constitutes a committee for the public viva-voce with the student’s guide as convener and one examiner from the examiner board as member. The viva-voce examination date shall be widely published and conducted on a working day either in the study centre or at IBDL office at Madurai. A list of names of the participants with their signatures be obtained and sent to the University.
A student, who submits a satisfactory thesis but fails to satisfy viva-voce board, may on the recommendation of the board be permitted to submit him or herself for a viva-voce examination for the second time within the period of 3 months. If the student fails to satisfy the board for the second time also, the thesis stands rejected automatically.
The recommendation of the viva-voce board for the award of Ph. D degree along with all consolidated valuation reports shall be placed before the research committee and the results be declared. In the case of interdisciplinary research, the Ph. D degree will be awarded in the faculty and subject to which the student’s Master degree belongs.
Ph. D degree shall be awarded to the student in a convocation arranged by Asia e University.
